Attachment 1 <br />plan; or, <br />(C) Degrade the performance of an existing or planned transportation facility that is <br />otherwise projected to not meet the performance standards identified in the TSP or <br />comprehensive plan. <br />The TPR requires that land use changes that would significantly affect a transportation facility provide mitigation <br />measures to address the anticipated impacts. The Willamette River Greenway Code Amendments will not <br />significantly affect a planned or existing transportation facility, and no changes to existing, adopted land use <br />designations or zoning of properties within the Greenway are proposed. The amendments will not change the <br />functional classification of an existing or planned transportation facility, nor change any standards implementing <br />a functional classification system. Further, because the amendments do not alter or affect the land uses allowed <br />on properties within the Willamette Greenway Boundary, the amendments will not result in levels of travel or <br />access which are inconsistent with the functional classification of an existing or planned transportation facility or <br />degrade the performance standards of an existing or planned transportation facility so that it will not meet the <br />performance standards identified in the City's adopted transportation system plan. Therefore, the Willamette <br />River Greenway Code Amendments are consistent with Statewide Planning Goal 12. <br />Goal 13 - Energy Conservation: To conserve energy. <br />Goal 13 provides guidance on the management of land and land uses to maximize the conservation of energy. <br />The Willamette River Greenway Code Amendments do not concern energy conservation. Therefore, Statewide <br />Planning Goal 13 does not apply. <br />Goal 14 - Urbanization: To provide for an orderly and efficient transition from rural to urban land use. <br />The Willamette River Greenway Code Amendments are specific to land already zoned and designated for urban <br />uses. The amendments do not affect the transition from rural to urban land uses, as all the property affected by <br />the amendments is located within the City limits. The Willamette River Greenway Code Amendments are <br />therefore consistent with Statewide Planning Goal 14. <br />Goal 15 - Willamette River Greenway: To protect, conserve, enhance and maintain the natural, scenic, <br />historical, agricultural, economic and recreational qualities of lands along the Willamette River as the <br />Willamette River Greenwav. <br />Oregon Statewide Planning Goal 15: Willamette River Greenway (OAR 660-015-0005) was adopted by the Land <br />Conservation and Development Commission (LCDC) on December 6, 1975. Goal 15 is designed to "protect, <br />conserve, enhance and maintain the natural, scenic, historical, agricultural, economic and recreational qualities <br />of lands along the Willamette River as the Willamette River Greenway." Goal 15 implementation measures, to <br />be achieved through cooperative efforts of state and local governments, include the adoption of Greenway <br />boundaries, management of uses permitted within those boundaries, and provisions for compatibility review. <br />Eugene's existing adopted and acknowledged Willamette River Greenway regulations comply with Goal 15, <br />which requires cities and counties to establish provisions, by ordinance, for the review of intensifications of use, <br />changes in use, or developments to ensure their compatibility with the Willamette Greenway. The City's <br />adopted and acknowledged Willamette Greenway regulations allow the City the approve uses, to apply <br />requirements and approval criteria, and to impose conditions as necessary to carry out the purpose and intent <br />of Goal 15 and to ensure that any intensification of use, changes in use, or developments are compatible with <br />the Willamette Greenway. <br />The following sections include findings that address compliance with relevant Goal 15 provisions in more detail, <br />as they relate to the Willamette River Greenway Amendments. <br />Page 15 of 125 10 <br />
