Attachment 1 <br />For all the reasons discussed above, the City Council finds that the Willamette River Greenway Code <br />Amendments are consistent with Statewide Planning Goal 5. <br />Goal 6 - Air, Water and Land Resources Quality: To maintain and improve the quality of the air, water, <br />and land resources of the state. <br />Goal 6 addresses waste and process discharges from development, and is aimed at protecting air, water, and <br />land from impacts from those discharges. The primary objective of the Willamette River Greenway Code <br />Amendments is to establish a new set of clear and objective standards for the review of the proposed housing <br />within the Greenway, consistent with the requirements of Goal 15. The Willamette River Greenway Code <br />Amendments do not change any of the City's existing regulations related to waste and process discharges from <br />development, including existing regulations affecting air quality, or discharges such as those related to <br />stormwater treatment. The Willamette River Greenway Code Amendments are therefore consistent with <br />Statewide Planning Goal 6. <br />Goal 7 - Areas Subject to Natural Disasters and Hazards: To protect life and property from <br />natural disasters and hazards. <br />Goal 7 requires that local government planning programs include provisions to protect people and property <br />from natural hazards such as floods, landslides, wildfires and earthquakes and related hazards. The Willamette <br />River Greenway Code Amendments do not make changes to policies or regulations that protect people and <br />property from natural hazards. Applicants proposing residential development within the Willamette River <br />Greenway will be subject to the City's existing policies and regulations that protect people and property from <br />natural hazards. Additionally, applicants proposing housing within the Willamette River Greenway and choosing <br />to comply with the clear and objective Greenway approval criteria will generally not be permitted to construct <br />structures within the Greenway setback or any required native landscape buffer areas. As such, the Willamette <br />River Greenway Code Amendments may have the effect of reducing potential flood impacts on structures within <br />the Greenway. For these reasons, the Willamette River Greenway Code Amendments are consistent with <br />Statewide Planning Goal 7. <br />Goal 8 - Recreational Needs: To satisfy the recreational needs of the citizens of the state and <br />visitors and, where appropriate, to provide for the siting of necessary recreational facilities <br />including destination resorts. <br />Goal 8 ensures that recreational facilities are provided to Oregon citizens and is primarily concerned with the <br />provision of recreational facilities in non-urban areas of the state. The City Council finds that over time, the City <br />has developed an established network of public parks, open space areas, natural areas and multi-use paths that <br />extend along 12 miles of Willamette River frontage to provide for the recreational needs of the citizens of <br />Eugene and others. The network includes ten parks and two community centers, and 25.8 miles of public paths <br />located within or adjacent to the Willamette River Greenway.2 <br />The Willamette River Greenway Code Amendments include additional clear and objective access standards that <br />require on-site pedestrian path connections from the edge of the development site nearest to the Willamette <br />River to building entrances, or in some cases, the provision of a public access connection to existing public <br />2 In support of this finding, the City Council adopts and incorporates into these findings the information included under the heading <br />"Parks and Recreation System Plan" on page 16 of the Design Plan attached as Exhibit A to these findings as well as Map 1.1, "Willamette <br />River Greenway Parks, Natural Areas, and Open Space," included on page 17 of the Design Plan showing the parks, natural areas, and <br />open space located within Eugene's Willamette Greenway Boundary. <br />Page 11 of 125 6 <br />
