• Native Landscape Buffer Requirements Added <br />• Pedestrian Access Standards Mapping <br />Second Public Hearing <br />The updated draft code and topics noted above were the subject of a second Planning <br />Commission public hearing held on January 10, 2023. At the public hearing, seven people <br />provided spoken testimony. Their comments touched on a variety of issues and concerns such <br />as the relationship between this project and the River Road - Santa Clara neighborhood <br />planning process, ensuring improved Greenway protections through this code amendment <br />process, protecting public access and existing park land, and requirements for native plantings <br />near the river. Following the close of the public hearing, the Planning Commission voted to hold <br />the Planning Commission record open for additional written testimony through 5:00pm on <br />January 20, 2023. <br />Deliberations <br />At this deliberations meeting, the Planning Commission is asked to focus on the topics identified <br />by staff below as needing additional discussion. <br />• Things the Proposed Code Amendments Will Not Do <br />• Relationship to River Road-Santa Clara (RRSC) Neighborhood Plan <br />• Statewide Planning Goal 5 and Goal 15 Relationship <br />• Other Related Development Standards (Stormwater, Building Height, etc.) <br />• Further Review of Proposed Tree Preservation Standards <br />• Native Landscape Buffering <br />• Pedestrian Access Standards & Mapping Updates <br />These key topic areas are discussed in more detail in a staff response memo provided as <br />Attachment A. The City's adopted native plants list is also included as Attachment B for ease of <br />reference. Staff will also separately provide Commissioners with detailed maps of several <br />example development sites, showing the location of the Greenway setback and related tree <br />preservation zones on specific properties for more discussion as part of deliberations. <br />PROCEDURAL SUMMARY <br />As noted in prior materials for this project, the proposed land use code amendments are <br />subject to Type V application (legislative) procedures (EC 9.7500 through EC 9.7560), as well as <br />the approval criteria in EC 9.8065. <br />Notice of both prior public hearings on this subject was provided consistent with the notice <br />requirements for Type V (legislative) land use applications, and all written testimony received <br />through the date of the second public hearing has been provided to the Planning Commission <br />for consideration. Written testimony received as of the close the open record period following <br />the second public hearing will be provided separately. All testimony submitted to the Planning <br />Commission, including testimony submitted after January 20, 2023 at 5:00pm, will also be <br />forwarded to the City Council for their consideration as part of their subsequent public hearing <br />process. <br />Page 4 of 43 <br />
