THIS IS TO NOTIFY YOU THAT THE CITY OF EUGENE HAS PROPOSED A LAND USE
REGULATION THAT MAY AFFECT THE PERMISSIBLE USES OF YOUR PROPERTY AND
OTHER PROPERTIES. F-XHIBIT A
On January 10th, 2023 at 5:30 pm, the City of Eugene Planning Commission will hold a public hearing regarding
proposed land use code amendments, City File No. CA 22-1, adopting clear and objective standards for the
development of housing within the Willamette River Greenway. The City has determined that the proposed land
use code amendments may affect the permissible uses of your property, and other properties in the affected
area, and may change the value of your property. More detail is provided below.
NOTICE OF PUBLIC HEARING
• - Planning Commission Tuesday, January 10, 2023, 5:30 p.m.
Virtual Hearing (Attendance information on last page)
The Eugene Planning Commission will hold a second virtual public hearing to consider:
File Name Willamette River Greenway Code Amendments (CA 22-1)
Request: Planning Commission to conduct a second public hearing for land use code
amendments adopting a set of clear and objective standards for housing within
the Willamette River Greenway.
WILLAMETTE RIVER GREENWAY CODE AMENDMENTS
Special Note: This is the second public hearing for the Willamette River Greenway Code Amendments,
with the first being held on March 8, 2022. Following the initial public hearing, City Staff received
feedback from the Planning Commission and the public that required changes to the existing proposal,
which warranted a second public hearing. Changes from the initial proposal include a required public
hearing (Type III application process) for all Willamette River Greenway Permit applications, the addition
of tree preservation requirements, and other revisions to the initially proposed standards. More
information on these proposed changes can be seen in the updated draft amendments, as well as in the
work sessions held on June 14, 2022 and August 2, 2022. These materials are also available on the
project website linked below.
Background: Intensification of uses, changes in use, or developments require special consideration
before being permitted within the boundaries of the Willamette River Greenway. Oregon Statewide
Planning Goal 15 requires that regulations governing lands within the Willamette River Greenway be
designed to protect, conserve, enhance, and maintain the natural, scenic, historical, agricultural,
economic, and recreational qualities of lands along the Willamette River. Development, including the
development of housing, is permitted within the Greenway but a Willamette Greenway Permit is
required prior to development.
The proposed Willamette River Greenway Code Amendments are intended to provide a clear and
objective set of approval criteria and standards for the review and approval of proposed housing
Measure 56 Mailed Notice: 12/07/2022
