City of Eugene - Zone Change <br />September 27, 2022 <br />Page 7 of 7 <br />Finding: As noted above, the Metro Plan accounts for auxiliary uses, such as schools, within the <br />residential land use designations. Both the existing R-1 zone and the proposed PL zone are consistent <br />with and effectively implement the LDR plan designation. The city has an acknowledged TSP (Eugene <br />2035 Transportation System Plan); thus, the proposed zone is consistent with the acknowledged and <br />adopted TSP. The land was not previously exempted from the TPR during an urbanization process to <br />amend the urban growth boundary. Despite the general consistency with the criteria, the applicant has <br />conducted a transportation planning rule analysis (TPRA). <br />As addressed in the attached Zone Change Transportation Analysis by Chris Clemow, PE, of Clemow & <br />Associates, LLC., 4J does not propose to redevelop the subject parcel at this time and any type of future <br />redevelopment is unknown. The property will continue to provide ancillary services to the existing school <br />and will not increase student capacity or site trip generation. The analysis has considered the reasonable <br />worst-case development in both the current R-1 and the proposed PL zone designations. The proposed <br />zone change from R-1 to PL will result in a de minimus trip generation increase and will not significantly <br />affect any existing or planned transportation facilities. As such, OAR 660-012-0060 requirements are <br />met. Similarly, the proposed zone change from R-1 to PL does not trigger the need for a TIA per Eugene <br />Code Section 9.8670. Further, if at any time the School District plans to increase student capacity <br />resulting in the need for a TIA, the City Planning Division will be notified and an evaluation per Eugene <br />Code will be provided. <br />VI. Conclusion <br />Based on the information and findings contained in this written statement and supporting attachments, <br />the proposed zone change meets the criteria of approval contained in the Eugene Code. The applicant <br />requests that the Hearings Official approve the proposal as presented.
