It generally has nothing to do with the <br />proposed development plan (in this case, the lack of development). The Transportation Planning Rule (TPR) is <br />about comparing the “reasonable worst-case scenario” for the proposed zoning amendment against the scenario <br />assumed in the comprehensive plan and TSP.
