City of Eugene - Zone Change <br />July 1, 2022 <br />Page 7 of 7 <br />Finding: As noted above, the Metro Plan accounts for auxiliary uses, such as schools, within the <br />residential land use designations. Both the existing R-1 zone and the proposed PL zone are consistent <br />with and effectively implement the LDR plan designation. The city has an acknowledged TSP (Eugene <br />2035 Transportation System Plan); thus, the proposed zone is consistent with the acknowledged and <br />adopted TSP. The land was not previously exempted from the TPR during an urbanization process to <br />amend the urban growth boundary. Despite the general consistency with the criteria, the applicant has <br />conducted a TPRA. <br />As addressed in the attached Zone Change Transportation Analysis by Chris Clemow, PE, of Clemow & <br />Associates, LLC., 4J does not propose to redevelopment the subject parcel at this time and any type of <br />future redevelopment is unknown. The property will continue to provide ancillary services to the existing <br />school and will not increase student capacity or site trip generation. Therefore, a single-family residence <br />is considered to be the reasonable worst-case development in both the current R-1 and the proposed PL <br />zone designations. The proposed zone change from R-1 to PL is not anticipated to result in a trip <br />generation increase and will not significantly affect any existing or planned transportation facilities. As <br />such, OAR 660-012-0060 requirements are satisfied without any additional transportation analysis. <br />Similarly, the proposed zone change from R-1 to PL does not trigger the need for a TIA per Eugene Code <br />Section 9.8670. Further, if at any time the School District plans to increase student capacity resulting in <br />the need for a TIA, the City Planning Division will be notified and an evaluation per Eugene Code will be <br />provided. <br />VI. Conclusion <br />Based on the information and findings contained in this written statement and supporting attachments, <br />the proposed zone change meets the criteria of approval contained in the Eugene Code. The applicant <br />requests that the Hearings Official approve the proposal as presented.
