This application is presented for a zone change of <br />subject tax lots from a split zoned AG/R1, to R1, Low Density Residential. The Eugene City Code allows the proposed <br />zone change pursuant on meeting all of the criteria under the Zone Change Approval Criteria (EC 9.8865). <br />SITE AND SURROUNDING CHARACTERISTICS <br />The property consists of 0.48 acres with one existing residence. The surrounding properties consists of R1 Low <br />Density Residential to the south, east and west. The property to the north is PL Public Lands. <br />ZONE CHANGE APPROVAL CRITERIA AND SUPPORTIVE FINDINGS <br />Applicable approval criteria are outlined in italics below, followed by proposed findings of facts in normal text. <br />(1) The proposed change is consistent with applicable provisions of the Metro Plan. The written <br />text of the Metro Plan shall take precedence over the metro plan diagram where apparent <br />conflicts or inconsistencies exist. <br />Response: The subject property is designated for low density residential use on the Road-Santa Clara Urban Facilities Plan <br />land use diagram. The proposed RI Low Density Residential zoning is consistent with that Low Density Residential <br />designation of the Road-Santa Clara Urban Facilities Plan. The proposed Zone Change is consistent with the Economic <br />Element of the Metro Plan, in that it would ,facilitate the efficient use of the entire property, increasing economic activity <br />and optimize the utilization of existing facilities. <br />The proposed change to RI Low Density Residential is consistent with the Metro Plan, in compliance with this criterion. <br />(2) The proposed zone change is consistent with applicable adopted refinement plans. In the event <br />of inconsistencies between these plans and the Metro Plan, the Metro Plan controls. <br />Response: The Road-Santa Clara Urban Facilities Plan is the applicable adopted plan for the area of the requested zone <br />change. The land use diagram of the Road-Santa Clara Urban Facilities Plan designates the subject property for <br />residential use, which is consistent with the proposed R1 zoning. The land use diagram does not otherwise indicate or <br />support a need for the Planned Unit Development overlay zone on the subject property. <br />Land Use Element <br />1. Maintain the existing low-density residential character of existing River Road - Santa Clara <br />neighborhoods, while recognizing the need to provide housing for all income groups in the city. <br />Response: The plan protects the character of existing residential neighborhoods with housing of similar size and character. <br />
