DRAFT WILLAMETTE RIVER GREENWAY DESIGN PLAN <br />September 12, 1982.5 The Greenway Boundary has been digitized in the Lane County Regional Land <br />Information Database (RLID) and is shown as an overlay on the Metro Plan Diagram. <br />The text of Element D includes statements regarding land ownership and public access that are relevant to <br />the Design Plan. Within Eugene, much of the land within the Greenway Boundary is in public ownership as <br />public parks such as Skinner's Butte Park and Alton Baker Park. The element includes future proposed park <br />acquisitions, such as the Goodpasture Island gravel ponds, which further expand opportunities for public <br />access and enjoyment of the river. The element describes how Eugene cooperated with Springfield and <br />Lane County in the development of a bicycle-pedestrian trail system that extends along the Greenway from <br />south of Springfield to north of Eugene and into the River Road area. This system includes five bike bridges <br />across the river. The element notes that land along the Greenway in private ownership is in a variety of <br />uses, some of which appear to provide greater opportunity than others for public access and enjoyment. <br />The element states that residential uses along the Greenway have the potential to provide residents with <br />access to the river, while certain commercial uses, such as restaurants, can provide visual access. <br />The following policies from Element D support the use of the Design Plan as an alternative review <br />procedure, means to review development, and strategy to maintain public access: <br />D.3 Eugene, Springfield, and Lane County shall continue to cooperate in expanding water-related parks and <br />other facilities, where appropriate, that allow access to and enjoyment of river and waterway corridors. <br />D.5 New development that locates along river corridors and waterways shall be limited to uses that are <br />compatible with the natural scenic, and environmental qualities of those water features. <br />D.8 Within the framework of mandatory statewide planning goals, local Willamette River Greenway plans <br />shall allow a variety of means for public enjoyment of the river, including public acquisition areas, residential <br />areas, and commercial areas. <br />D.9 Local and state governments shall continue to provide adequate public access to the Willamette River <br />Green way. <br />Completed in 2019, The Parks and Recreation System Plan is a guiding document for how the City <br />maintains the park and recreation system and how it will improve and expand the system for a growing <br />population in response to evolving priorities and needs. The plan includes a 30-year vision and a 10-year <br />implementation plan. The plan's Existing System Map shows ten parks and two community centers within <br />or adjacent to the Willamette Greenway: <br />City-Owned Parks <br />- West Bank Park <br />- East Bank Park <br />- Delta Ponds <br />- Rasor Park <br />5 Eugene-Springfield Metropolitan Area General Plan.
