DRAFT WILLAMETTE RIVER GREENWAY DESIGN PLAN <br />• Purpose of Willamette Greenway Permits. <br />• Applicability. <br />• General requirements. <br />• Approval criteria and standards. <br />• Modifications. <br />The General Requirements section was subsequently modified by Ordinance No. 20513 in 2013 and <br />Ordinance No. 20569 in 2016 to allow concurrent review of Willamette Greenway Permit applications in <br />conjunction with other application types. <br />OAR 660-015-0000(5) requires local governments to protect significant riparian corridors, upland wildlife <br />habitat, and wetlands to conserve these resources and the biological systems they contain and support. <br />In 2005, the City of Eugene adopted Ordinance No. 20351 and Ordinance No. 20352 that updated the <br />Goal 5 inventory within the Eugene Urban Growth Boundary (UGB), adopted the Goal 5 Water Resources <br />Conservation Plan as a refinement of the Metro Plan, established the /WR Water Resources Conservation <br />overlay zone, and other associated code amendments. <br />The Goal 5 Water Resources Conservation Plan contains the following sections: <br />• Section I: Introduction. <br />• Section II: Criteria for determining the significance of riparian corridor and upland wildlife habitat <br />resource sites within the UGB. <br />• Section III: Significant riparian corridor, wildlife habitat, and wetland resource sites within the UGB. <br />• Section IV: Degree of protection intended for significant riparian corridor, wildlife habitat, and wetland <br />resources sites within the UGB. <br />The criteria in Section II are used to determine which resource sites are "significant" for the purposes of <br />Goal 5. Section III contains maps and lists that identify the resource sites that have been determined <br />to be significant, based on the criteria in Section II. Section IV includes maps identifying the significant <br />resources sites that, based on the analysis, are to be protected. Summary tables in Section IV identify <br />resources as Category A, B, C, D, or E streams or as Category A, B, or C wetlands to differentiate between <br />various degrees of protection. Protections are applied through code provisions in the /WR Water Resource <br />Conservation overlay zone. <br />The Adopted Protection Designations for the Eugene Goal 5 Wetland, Riparian, and Upland Wildlife Habitat <br />Inventories Map identifies resources designated for protection associated with the Willamette River. The <br />Willamette River (WA) is designated as a riparian and upland wildlife site designated for protection as a <br />category A stream with a 100-foot setback. Wetland site WR-1, WR-2, WR-5A, and WR-5B are designated <br />for protection as Category A wetlands with a 50-foot setback.
