These materials include: <br /> <br />• Secretary of the Interior Standards and Guidelines for Archeology and Historic Preservation. <br />• Lane County Statewide Planning Goal 5 Compliance for Wetland, Riparian Corridor, and Wildlife <br />Habitat document. <br />• Selected documents from the City of Eugene Certification of Local Governments (CLG) Application <br />with the Oregon State Preservation Office (SHPO). <br />• A copy of OAR 660-023-0200 as published by the Land Conservation and Development Department. <br />• A definition of "Protection" obtained from Wikipedia. <br />• Written testimony by Steven Baker on Zone Change (Z-21-1). <br /> <br />Zone Change Approval Criteria <br />The Zone Change approval criteria are set out in EC 9.8865(1) through (5). None of above noted materials <br />submitted by Baker specifically reference the approval criteria. The materials also do not allege any non- <br />compliance with the approval criteria. Further, they do not include any findings citing why the application <br />should be conditionally approval or denied. City staff has recommended approval of the application with <br />no conditions of approval. <br /> <br />Baker’s written testimony states that “[a] land use application for a zone change is the logical place to apply <br />these requirements.” These requirements relate to the protection of national register historic resources. <br />Baker goes on to site Eugene Code (EC) section 9.3450 S-H Historic Zones and the process for establishing <br />historic zones. <br />
