Chase Gardens Nodal Development Plan Page 7 <br />Final Report - June 29, 2001 <br />The design of future improvements to Garden Way is influenced by the form and character of <br />development on the remaining vacant property. In turn, both the street design and the character of <br />future development will have impacts on existing and future residents, as well as on the traveling <br />public. The intent of this plan is to integrate land use and transportation planning to provide <br />human-scaled development, support alternative modes of transportation, and reduce reliance on the <br />automobile. <br />Planning Process <br />This plan constitutes a refinement of the Willakenzie Area Plan, and upon adoption, requires <br />compliance with the land use diagram, policies, development standards, and design guidelines <br />contained herein. <br />The project was funded by a grant from the Transportation and Growth Management (TGM) <br />Program, a joint effort between the Oregon Department of Transportation and the Department of <br />Land Conservation and Development. The TGM Program strives to support projects that combine <br />transportation and land use strategies to solve localized problems and improve the quality of <br />Oregon neighborhoods. <br />Project Goals <br />The Chase Gardens Nodal Development Plan is intended to fulfill a number of goals specific to the <br />site and process. As outlined in the City’s application for grant funding, they are: <br />•Implement TransPlan’s land use strategy by creating nodal development patterns in designated <br />areas. <br />•Establish a commercial core with a compatible mix of retail, office, employment, civic uses. <br />•Achieve a mixed-use development pattern that will complement and enhance existing development. <br />Includes defining the scale and location of neighborhood commercial facilities appropriate to the <br />neighborhood’s size and circumstance. <br />•Provide pedestrian-friendly and environmentally sensitive transportation linkages throughout the <br />Chase Gardens Nodal Development area and surrounding neighborhoods that strengthen local and <br />regional connections. <br />•Plan for the needs of infrastructure and a multi-modal transportation system within the framework <br />of nodal development. <br />•Promote public participation in developing design concepts, strategies, public facility needs, and <br />ordinances. <br />•Gain public support for the Chase Gardens Nodal Development Plan and its adoption. <br />•Present the Chase Gardens Nodal Development Plan for adoption as a refinement of the <br />Willakenzie Area Plan. <br />A Technical Advisory Committee was formed to advise the consultants throughout the process. <br />Members included staff from City Public Works (Transportation, Engineering, Parks, and Urban <br />Forestry), Planning and Development, Police and Fire, Eugene Water and Electric Board (EWEB), <br />Lane County, Lane Transit District, and the TGM Program.
