Your application states that the property is surrounded by R-1 zoning. This is not true. Please clarify to state <br />that it is surround by a mix of annexed and unannexed R-1 and AG zoned properties, which are developed <br />primarily with single family dwellings. <br />1.b Under Criterion (1), you state that the property is designated Low Density Residential by the applicable <br />refinement plan. Please provide the land use designation from the Metro Plan, which is also Low Density <br />Residential. <br />1.c Under Criterion (1), you cite the economic element of the Metro Plan. This element no longer applies within <br />the City of Eugene, as we have adopted an economic element into our Comprehensive plan. Regardless, this can <br />be removed. You only need to address any relevant policies, which there do not appear to be. <br />1.d. Under Criterion (2), please be sure to review relevant policies from the River Road Santa Clara Urban Facilities <br />Plan to see if there are any relevant policies for this property and state if there are no policies you believe to be <br />relevant. You appear to have done this on Page 4, but I am unsure, as it is out of context. If this was the intent, <br />please move this analysis to criterion (2). <br />1.d. Under Criterion (3), a statement is provided that states all the defined urban services are available. Please <br />provide analysis and evidence of available urban services for each listed service, as defined by the Metro Plan, <br />which are: "Wastewater service, stormwater service, transportation, solid waste management, water service, fire <br />and emergency medical services, police protection, city-wide parks and recreation programs, electric service, land <br />use controls, communication facilities, and public schools on a district-wide basis".
