WPIanning Commission <br />NOTICE OF PUBLIC HEARING <br />Tuesday, March 8, 2022, 5:30 p.m. <br />Virtual Meeting (See attendance information on last page) <br />The Eugene Planning Commission will hold a virtual public hearing to consider: <br />File Name Willamette River Greenway Code Amendments (CA 22-1) <br />Request: Planning Commission to hear the proposal and make a recommendation to the <br />City Council for a land use code amendment adopting a set of clear and objective <br />standards housing within the Willamette River Greenway. <br />Willamette River Greenway Code Amendments <br />Intensification of uses, changes in use, or developments require special consideration before being <br />permitted within the boundaries of the Willamette River Greenway. Oregon Statewide Planning Goal 15 <br />requires that regulations governing lands within the Willamette River Greenway be designed to protect, <br />conserve, enhance, and maintain the natural, scenic, historical, agricultural, economic, and recreational <br />qualities of lands along the Willamette River. Development, including the development of housing, is <br />permitted within the Greenway but a Willamette Greenway permit is required prior to development. <br />The proposed Willamette River Greenway Code Amendments are intended to provide a clear and <br />objective set of approval criteria and standards for the review and approval of proposed housing <br />development within the Willamette River Greenway, consistent with the requirements of ORS 197.307 <br />and Goal 15. The amendments include changes to the City's existing Willamette Greenway permit <br />procedures and criteria to establish a Type II land use application process and a clear and objective set <br />of approval criteria available for proposed housing within the Willamette Greenway. The proposed <br />amendments also include an adopted map showing a setback from the Willamette River applicable to <br />proposed housing uses. Finally, the proposed amendments are supported by a Design Plan, as required <br />by Goal 15. If the proposed amendments are adopted, an applicant proposing to develop housing <br />within the Greenway will be able to choose to proceed under a set of new clear and objective standards <br />and a Type II application process or choose to proceed using a Type III application process, which <br />includes a public hearing, and the City's existing Willamette Greenway standards, located in sections <br />9.8800-9.8825 of the Eugene Code. The proposed code amendments will not change the adopted <br />Willamette Greenway boundary. <br />The Willamette River Greenway Code amendments support the Middle Housing Code Amendments (CA <br />21-1 / MA 21-1) by providing a clear and object process for the development of all housing, including <br />middle housing, within the boundaries of the Willamette River Greenway. <br />DLCD Notice: 02/01/2022 <br />
