I. Executive Summary <br />This consolidated PUD modification, cluster subdivision, property line adjustment and slope easement <br />vacation application involves the creation of nine rowhouse lots, conservation areas, and a private street <br />on a ±1.32-acre site, which includes a portion of Tax Lot 3100 (Lane County Assessor's Maps 18030333). <br />The site is currently being platted as Lot 46 in the East Highlands Subdivision. A portion of Lot 45 is also <br />included in the property line adjustment application to accommodate the private street connection to <br />Deerfern Road. <br />The essential components of the project include: <br />• A modification to the East Ridge Village PUD to allow: <br />o Rowhouse lots on the site, <br />o To modify the boundary of the conservation and common areas established with the <br />original PUD (PDF 02-2) and subsequent decision, and <br />o Modify the boundary of Lot 45/46. <br />• A cluster subdivision application to create nine lots for future rowhouses; <br />• Nine lots for future rowhouses; <br />• Two lots for conservation areas; <br />• A private street to serve the new lots; <br />• A property line adjustment so that the new private street can be placed in its own lot; <br />• A request to vacate a slope easement covering a portion of the Brackenfern Road frontage. <br />The East Ridge Village Planned Unit Development (PUD) was approved on August 8, 2002, and contains <br />multiple phases which are detailed on the PUD's final approved site plans. There have been a number of <br />modifications to the PUD over the years. MDA 04-5 modified Phase 5, and MDA 06-7 modified Phase 7 <br />and approved a new time schedule. In 2009, the Eugene City Council passed Ordinance 20440, which <br />extended the approved timeline by an additional three years. In June 2011, an additional modification <br />was approved (MDA 11-6), which set a phased schedule as an exhibit to the performance agreement. In <br />March, 2014, a fourth modification was approved (MDA 14-1) that extended the timeframe for submitting <br />the tentative subdivision applications for each phase. In September, 2015, a modification was approved <br />(MDA 15-3) which modified the road configuration, various lot lines, and lot clustering in Phases 2, 3, 4, <br />7, and 8. Finally, MDA 19-4 extended the deadlines for submitting a Tentative Subdivision application for <br />Phases 6 and 7 to December 6, 2022, and the deadline for submitting a Tentative Subdivision application <br />for Phase 4 to January, 2023. <br />The PUD modification included in this application will modify the previously approved plan for Lot 46 <br />(formerly Lot 50 East Mountain - First Addition, and East Ridge Village PUD - Phase 6). The East Ridge <br />Village PUD previously approved the lot for a 14-unit condominium building. Therefore, a modification to <br />the PUD is required to allow the planned rowhouses on this lot. Eastridge Home Development, LLC. <br />(Applicant) intends to request a permit to begin grading the site prior to final plat approval, so as to permit <br />the entirety of Phase 6 of the East Ridge Village PUD to be designed and mass graded in conjunction, in <br />turn limiting impacts to adjacent properties <br />This application includes the City of Eugene (City) application forms, written materials, and tentative plans <br />necessary for City staff to review and determine compliance with the applicable approval criteria.
