1. Before this permit is issued, the owner shall pay to the city the appraised value of the tree(s). R-6.305-C
(3) states:
...Permit approval may be conditioned upon replacement of the street tree with another tree pre-approved
by the city, or a requirement to pay to the city an amount sufficient to fund the planting and establishment
by the city of a tree of similar value. The value of the existing street trees to be removed shall be
calculated using the plant appraisal method established by the Council of Tree and Landscape Appraisers.
The total appraised value has been calculated at $5,900.00.
The applicant has submitted landscape plan drawings and a proposal to plant and establish 3 new street
trees in the public right-of-way at this site. This proposal is accepted and incorporated herein as a
condition. The developer will be granted a credit of $1,440.00 for the 3 replacement trees and $5,500+ for
soil zone enhancements and irrigation installation. This combined credit will completely offset the appraised
value amount. The required $80 tree removal application fee was received on 7/14/21. All replacement
trees must conform to City standards as specified in the most recent edition of the City of Eugene's Street
Tree Species List and Planting Guide. At a minimum, replacement trees shall be watered by the owner for
a period of three years and pruned by an ISA Certified Arborist at the end of the three-year establishment
period.
2. Owner shall be responsible for the safe removal of the specified street tree, the stump, and any remaining
debris.
3. The owner shall be responsible for protection and preservation of all other trees in the right-of-way by
complying with the City Standard Tree Protection Detail, LS 120 (available on the City's website).
4. The owner shall provide all utility locates for any work within the City owned right-of-way.
5. A copy of this Permit and any Conditions of Approval shall be kept at the site for the duration of project
construction.
This Tree Removal Permit shall expire 1 year after the date of permit issuance (Admin Rule R-
6.305-F (3)). Upon written request from the owner, a one-year extension of the permit may be
approved by the Urban Forester for a maximum of two times.
Effective Date of Tree Removal Permit: 7/14/21
Expiration Date of Tree Removal Permit: 7/21/22
Authorizing Signature: Date: 7/14/21
Scott Altenhoff
Urban Forestry Management Analyst
