AGENDA ITEM SUMMARY <br />February 22, 2021 <br /> <br />To: Planning Commission <br />From: Rodney Bohner, Associate Planner <br />Subject: 1400 Cross Street Metro Plan Amendment, Refinement Plan Amendment, and <br />Zone Change (City File #: MA 20-2 / RA 20-2 / Z 20-8) <br />ACTION REQUESTED: <br />To reopen the public record for the applicant to address inaccurate Transportation Planning <br />Rule (TPR) analysis assumptions. Following the close of this additional open record period, <br />Planning Commission should deliberate and make a recommendation to City Council on this <br />privately initiated Metro Plan Amendment, Refinement Plan Amendment, and concurrent Zone <br />Change application. <br />BRIEFING STATEMENT: <br />On January 26, 2021, the Planning Commission held a public hearing on the privately initiated, site- <br />specific Metro Plan diagram amendment, refinement plan diagram amendment, and concurrent <br />zone change application, as summarized in the table and descriptions below: <br />1400 Cross Street Metro Plan/Refinement Plan Amendment & Zone Change <br />Application Current Proposed Acres <br />Metro Plan Amendment Light-Medium Industrial Mixed Use 4.62 <br />Refinement Plan Light-Medium Industrial Mixed Use 4.62 <br />I-2 Light-Medium Industrial S-W Whiteaker Special <br />Zone Change 4.62 <br />with /SR Site Review Area with /SR Site Review <br />Metro Plan Amendment (City File # MA 20-2): Amends the Metro Plan <br />use diagram for the subject property. The applicant is proposing to amend the <br />base land use designation from Light-Medium Industrial to Mixed Use, and no <br />other text amendments are proposed. <br /> <br />Refinement Plan Amendment (City File # RA 20-2): Amends the Whiteaker <br />Neighborhood Planand use diagram for the subject property from Light- <br />Medium Industrial to Mixed Use. This proposed designation change is necessary <br />to maintain consistency with the Metro Plan, and no other text amendments are <br />proposed. <br /> <br />Zone Change (City File # Z 20-8): Amends the existing base zone from I-2 Light- <br />Medium Industrial to S-W Whiteaker Special Area Zone with a /SR Overlay Zone. <br /> <br />
