Please review the enclosed Findings and Decision of the <br />Planning Director for more detailed information regarding this application. Tentative approval is <br />granted, subject to the following conditions which must be met prior to final plat approval: <br />1) Show the relationship between the property boundary and right-of-way centerline <br />monuments on the final plat. <br />2) All existing City liens and/or assessments must be paid or segregated, prior to final plat <br />approval. <br />3) Submit a current title report: <br />Show all easements listed in the title report. <br />Interest-holders identified in the title report must sign the Declaration or submit <br />concurrences. <br />4) The applicant shall submit a Public Improvement Construction Agreement which addresses <br />timing and responsibilities for future street, storm drainage, and wastewater improvements <br />within Parcel 1. The agreement shall address the applicant's obligation to provide street <br />improvements and associated drainage upon the request of the owner of Parcel 1. It shall <br />also address responsibility for the dedication of any additional right-of-way within Parcel 1 <br />required to ensure that half street improvements can be constructed if development has not <br />occurred on the property to the south. The document shall also address the applicant's <br />responsibility to provide temporary or permanent public drainage easements and temporary <br />construction easements within Parcel 2, as necessary to complete the approved Public <br />Improvement Plans. Provisions for installation of the wastewater under paved surfaces in <br />Parcel 1 must also be addressed. The agreement will be binding on heirs and assigns of <br />each parcel and is subject to the review and approval of the Public Works Director. <br />5) The final plat shall include a reference to the Public Improvement Construction <br />Agreement, including a general note to the conditions contained therein. <br />6) The property is encumbered by wetlands. The applicant shall submit a wetland delineation <br />prepared by a qualified consultant, and concurrence to the delineation from Oregon <br />
