October 23, 2020 <br /> <br />1400 CROSS STREET LLC <br />Refinement Plan Amendment <br />Map 17-04-25-41, Lot 07000 and Map 17-04-25-42, Lot 00100 <br /> <br />WRITTEN STATEMENT <br />In accordance with EC 9.8850 through EC 9.8865, Metro Plan Amendments, the applicant, 1400 Cross <br />Street LLC, is requesting that the City of Eugene review this Refinement Plan Amendment request for <br />-04-25--04-25-42. The <br />applicant requests the City determine that the proposal complies with the approval criteria and approve <br />this application. To aid Eugene staff in their review, the following information is provided. <br /> <br />BACKGROUND <br />Local long-range land use is governed by <br />the Eugene-Springfield Metropolitan Area <br />General Plan (Metro Plan), often <br />supplemented with more specific <br />refinement plans and then followed by site- <br />specific zoning. In this instance, the <br />Whiteaker Refinement Plan is the <br />applicable refinement plan. Applicable <br />zoning includes Light-Medium Industrial <br />(LMI) for the base zone, with Site Review <br />(/SR) as an overlay zone for a portion of <br />the subject property. In Whiteaker, <br />a wide swath of land flanking the railroad was zoned industrial including land to the west and <br />south of the subject properties. The industrial zoning reflected the mixture of industrial uses <br />such as mills and related lumber yards, freight companies, building supply sites, and the <br />subject properties former owner, Chef Francisco, a frozen soup processing plant. <br /> <br /> <br /> <br />
