<br /> INTRODUCTION <br />1.1SITE INFORMATION <br />This report describes the Traffic Impact Analysis and findings prepared for the proposed zone <br />change for the properties located at 1400 Cross Street and 1325 Railroad Blvd in Eugene, Oregon. <br />The site is tax lot 100 of map 17-04-25-42 and Tax Lot 7000 of Map 17-09-25-4-1 and is contained <br />within 4.61 acres. The site is currently zoned I-2 Light-Medium Industrial, with a Light-Medium <br />Industrial Metroplan designation. Additionally, there is a /SR Site Review overlay on Tax Lot 100. <br />The site is bounded by Polk Street to the east, Cross Street to the North, and Railroad Boulevard to <br />the south and west. The site is currently occupied with an approximately 86,000 square foot <br />manufacturing facility. Figure 1 illustrates the site location. <br />The applicant is proposing a zone change from Light-Medium Industrial to S-W Whiteaker Special <br />Area, a Metroplan amendment from Light Medium Industrial to the Mixed-Use designation, a <br />Refinement Plan amendment from Light-Medium Industrial to Mixed-use Designation, and to <br />extend the Site Review overlay to tax lot 7000. The City of Eugene uses the land use designations <br />from the Metro Plan for the traffic growth and assumptions within the City of Eugen Transportation <br />System Plan. Therefore, all zone changes requests use the Metro Plan designations as a base for <br />transportation assumptions. The site has an existing Light-Medium Industrial designation. The <br />proposal is a zone change to SW Whiteaker Special Area and a Metro Plan amendment the Mixed- <br />Use designation. As a Metro Plan Amendment is proposed, the impacts are required to be <br />evaluated to show consistency with the Transportation Planning Rule (TPR). Therefore, this analysis <br />evaluates the transportation impacts as per Oregon Administrative Rule, OAR 660-012-060. <br />1.2 ANALYSIS SCOPE <br />As the applicant is proposing a zone change and Metroplan amendment, the study will need to <br />demonstrate compliance with Statewide Planning Rule Goal 12, OAR 660-12-0060 (TPR). TPR <br />requires that zone changes show that there is “no significant effect” on the surrounding <br />transportation facilities. This transportation analysis focuses on evaluating the transportation <br />system consistent with the Goal 12 criteria. <br />The traffic study is completed according to the City of Eugene standards and criteria. As per the City <br />of Eugene standards and criteria, adjacent intersections and intersections with 50 or more trips are <br />to be included in the analysis.
