The subject property has about 382 feet of street frontage along Willow Creek Road to the west <br />and about 1112 feet of street frontage along West 18th Avenue to the south. Based on this <br />standard, 60% of the site frontage must be occupied by buildings or enhanced pedestrian <br />space. Therefore, the Willow Creek frontage requires 229 feet and the West 18th Avenue <br />frontage requires 667 feet. The proposed development includes buildings for 307 feet on <br />Willow Creek and 672 feet on West 18th Avenue. Also, these spaces are located within 10 feet <br />of the minimum 10-foot setback. Further, this calculation does not include any enhanced <br />pedestrian areas, which would further demonstrate compliance with this standard. Based on <br />these findings, this standard is met. <br />EC 9.5500(5) Building Orientation and Entrances. <br />(a) Building Orientation. Multiple-family residential buildings located within 40 feet <br />of a front lot line shall have their primary orientation toward the street. <br />The applicant has requested an adjustment to this standard, as permitted under EC <br />9.5500(5)(d). Findings demonstrating compliance with the Adjustment Review approval criteria <br />can be found below at EC 9.5500(5)(d). <br />(b) Ground Floor Building Entrances. The main entrance(s) of ground floor units of <br />any residential building located within 40 feet of a street must face the front lot line. <br />Main entrances may provide access to individual units, clusters of units, courtyard <br />dwellings, or common lobbies. The following exceptions shall apply: <br />1. On corner lots the main building entrance(s) may face either of the streets <br />or be oriented to the corner. <br />The subject property is a corner lot and all buildings are oriented toward either Willow Creek <br />Road or West 18th Avenue. Given the building locations and as adjusted under EC 9.5500(5)(a), <br />this standard is met. <br />2. For buildings that have more than 1 entrance serving multiple units, only 1 <br />entrance must meet this requirement. <br />The applicant has requested an adjustment to this standard in conjunction with EC 9.5500(5)(a) <br />above, as permitted under EC 9.5500(5)(d). Findings demonstrating compliance with the <br />Adjustment Review approval criteria can be found below at EC 9.5500(5)(d). <br />3. For buildings proposed to be "side oriented" to public streets <br />This exception does not apply, because no buildings are proposed to be "side oriented". <br />(c) Upper Story Building Entrances. The main entrance of upper story units shall be <br />provided from the interior of the building or from an exterior walkway that serves no <br />more than 2 units.
