Metro Plan amendments shall be made in Accordance <br />with Chapter IV of the Metro Plan and the provisions of this land use code. <br />Response: There are changing conditions in the community. The Envision Eugene Comprehensive Plan's <br />Employment Land Supply Study (Adopted in 2017; see Ordinance 20584) recommends that many small <br />parcels be expanded for redevelopment purposes if possible. This parcel cannot be expanded due to <br />existing physical constraints (the property is surrounded by streets). Furthermore, as evidenced by recent <br />nearby development and re-development activity, there appears to be a demand in the Eugene area for <br />mixed-use development and the Whiteaker neighborhood in particular, with multiple areas of vibrant <br />revitalization. The parcels to the southeast of the subject property are currently designated as Mixed-Use <br />in the Metro Plan, as are additional properties further to the east and south. With this as context, the <br />proposed redesignation would be compatible and contiguous with existing designations. Moreover, <br />investment next to a major street could very well lead to a more attractive environment for residents and <br />businesses, as well as an aesthetically pleasing streetscape for pedestrians, transit riders, and bicyclists. <br />EC 9.7705 Metro Plan Amendment Classification of Amendment Types. <br />A proposed amendment to the Metro Plan shall be classified as Type 1, Type II or Type III <br />depending on the number of governing bodies required to approve the decision. <br />(1) A Type 1 amendment requires approval by City of Eugene only. <br />(a) Type 1 Diagram Amendments include amendments to the Metro Plan Diagram for land <br />inside the Eugene city limits. <br />Response: The proposed amendment will be processed as a Type I amendment, as it requests <br />an amendment to the Metro Plan Diagram for land inside Eugene city limits. <br />EC 9.7730 Metro Plan Amendments - Approval Process. <br />(5) Relationship to Refinement Plan of Functional Plan Amendments. <br />(a) When a Metro Plan diagram amendment requires a refinement plan or functional plan <br />diagram or map and text amendment for consistency, the Metro Plan, refinement plan and <br />functional plan amendments shall be processed concurrently. <br />Response: This application is being submitted concurrently with a Refinement Plan Amendment <br />and Zone Change. We request that these applications be processed concurrently. <br />(b) When a Metro Plan amendment is enacted that requires an amendment to a refinement <br />plan or functional plan diagram or map for consistency, the Metro Plan diagram <br />amendment automatically amends the refinement plan or functional plan diagram or map if <br />no amendment to the refinement plan or functional plan text is involved. <br />Response: The applicant is requesting a Metro Plan Amendment from light medium industrial to <br />mixed-use. For consistency, an amendment to the Whiteaker Refinement Plan diagram from light <br />medium industrial to mixed-use will also be requested. <br />EC 9.7735 Metro Plan Amendments - Criteria for Approval. The following criteria shall be applied <br />by the city council in approving or denying a Metro Plan amendment application: <br />(1) The proposed amendment is consistent with the relevant Statewide Planning Goals; and <br />(2) The proposed amendment does not make the Metro Plan internally inconsistent. <br />(3) When the city-specific local comprehensive plan also applies, the proposed amendment is <br />consistent with the city-specific local comprehensive plan. <br />Response to EC 9.7735(1) <br />The amendment is consistent with the following Statewide Planning Goals: <br />The Satre Group • 375 West 4 m Avenue, Suite 201, Eugene, OR 97401 • (541) 686-4540 • www.satregroup.com <br />
