October 23, 2020 <br />1400 CROSS STREET LLC <br />Metro Plan Amendment <br />Map 17-04-25-41, Lot 07000 and Map 17-04-25-42, Lot 00100 <br />WRITTEN STATEMENT <br />In accordance with EC 9.7700 through EC 9.7735, Metro Plan Amendments, the applicant, 1400 Cross <br />Street LLC, is requesting that the City of Eugene review this Metro Plan Amendment request for Tax Lot <br />7000 of Assessor's Map 17-04-25-41 and Tax Lot 100 of Assessor's Map 17-04-25-42. The applicant <br />requests the City determine that the proposal complies with the approval criteria and approve this <br />application. To aid Eugene staff in their review, the following information is provided. <br />BACKGROUND <br />Local long-range land use is governed by the Eugene-Springfield Metropolitan Area General Plan (Metro <br />Plan). Often supplemented with more specific refinement plans and/or neighborhood plans, the Metro <br />Plan is then followed by site-specific zoning. Sometimes, zoning is comprised of base zoning and overlay <br />zones. In this instance, the Whiteaker Refinement Plan is the applicable refinement plan and the Site <br />Review (/SR) Overlay Zone is the applicable overlay zone for a portion of the subject property. In Whiteaker, <br />a wide swath of land flanking the railroad was zoned industrial including land to the west and <br />south of the subject properties. The industrial zoning reflected the mixture of industrial uses <br />such as mills and related lumber yards, freight companies, building supply sites, and the <br />subject properties former owner, Chef Francisco, a frozen soup processing plant. <br />In May 1978, the Eugene City Council adopted the Whiteaker Refinement Plan and <br />implementation priorities.
