See the <br />Traffic Impact Analysis included with this application. <br /> <br />Goal 13 Energy Conversation: To conserve energy. <br /> <br />the <br />development of local energy policies and provisions. It does not state requirements with respect to other <br />types of land use decisions. Converting the 4.62-acre property from LMI to MU should not have an <br />appreciable impact to energy consumption, and in fact may offer opportunities for increased energy <br />efficiency through contemporary mixed-use design. The developer will have an opportunity to incorporate <br />suitable energy conservation measures into the future site development upon redesignation and rezoning <br />of the subject property. The proposed amendment is consistent with Statewide Planning Goal 13. <br /> <br />Goal 14 Urbanization: To provide for an orderly and efficient transition from rural to urban land use. <br /> <br />The amendment does not affect the transition from rural to urban land use, as the subject property is <br />within the City limits. Therefore Goal 14 does not apply. <br /> <br />Goal 15 Willamette River Greenway: To protect, conserve, enhance and maintain the natural, scenic, <br />historical, agricultural, economic and recreational qualities of lands along the Willamette River as the <br />Willamette River Greenway. <br /> <br />The subject property is not within the boundaries of the Willamette River Greenway. Therefore, Statewide <br />Planning Goal 15 does not apply. <br /> <br />Goal 16 through 19 Estuarine Resources, Coastal Shorelands, Beaches and Dunes, and Ocean <br />Resources: <br /> <br />There are no coastal, ocean, estuarine, or beach and dune resources on or adjacent to the subject <br />property. Therefore, these goals are not relevant, and the proposed amendment will not affect compliance <br />with statewide planning Goals 16 through 19. <br /> <br />This proposed Metro Plan Amendment is consistent with relevant Statewide Planning Goals and complies <br />with criteria EC 9.7735(1). <br /> <br />Response to EC 9.7735(2) and (3) <br />The adopted Metro Plan is the principal document that creates a framework for land use policy within the <br />City of Eugene. The adopted Zoning Map implements the Metro Plan diagram and applicable refinement <br />plans. The subject property is within the adopted Whiteaker Refinement Plan area. As noted in the <br />response to Statewide Goal 2 above, adoption of the new Envision Eugene Comprehensive Plan <br />Employment Land Supply Study replaced the goals, objectives and policies of the Metropolitan Industrial <br />Lands Inventory. This relationship therefore requires the proposed amendment be consistent with the <br />Envision Eugene Comprehensive Plan and the Whiteaker Refinement Plan. The proposed Metro Plan <br />amendment does not make the Metro Plan internally inconsistent. It does not affect any Metro Plan <br />policies or text. Moreover, the Whiteaker Refinement Plan will not be made inconsistent through this <br />amendment. Per EC 9.7730(5)(b), the Whiteaker Refinement Plan will be amended automatically in <br />conjunction with the Metro Plan amendment.
