January 24, 2020 <br /> <br />1400 Cross Street <br />Neighborhood Meeting <br />The Stellaria Community Room: <br />The Barrow <br /> <br />Meeting Notes <br /> <br />Presentation <br /> Meeting convened at 5:35 pm <br /> Facilitated by Rick Satre (2 Satre Group employees and the applicant were in attendance) <br /> In attendance: about 25 people plus facilitators <br /> Reason for being here: <br /> To notify the neighborhood of the proposed metro plan amendment and zone change on the <br />o <br />property. <br /> Presentation about the size and scope of the project: <br /> Rick introduced the project, where it is, what the proposed metro plan and zone change would <br />o <br />change the designation to, and that there was no proposed redevelopment. <br /> <br />Questions <br /> <br />Q. If we sign in on the sign in sheet will you notify us when the applications get submitted. <br />A. Yes. We were required to notify residents within 500 feet of the property, but anyone who signed in <br />on the sign in sheet will be notified. <br />Q. Will there be new connections to 1 st Street? <br />A. It would depend on what is physically done with the property. If the site stays the same the <br />connections will stay the same. When a use is determined for the property, plans will be submitted to <br />the City and they will determine what connections are needed. The Metro Plan also requires a traffic <br />study be performed for the site. It will be submitted with the land use applications. <br /> <br />Q. Would any use trigger a traffic study? <br />A. Not necessarily. It would depend on if the use was generating more than 100 trips at peak hour <br />periods. <br /> <br />Q. What are the limits to the site when it comes to parking, the height of a new building, etc.? <br />A. It would depend on the use. There are still parking, landscaping, and screening requirements in this <br />zone. The developer would need to do their homework to make sure they meet all these criteria. The <br />parking and height are often determined by the use, so the requirements would be different for a <br />commercial, residential, or industrial use. At the same time, we cannot cover the entire site with a <br />building. <br /> <br />Q. Once the metro plan amendment and zone change are approved will we have any more say in the <br />use of the property? <br />A. You may. It depends on the proposed use and the Site Review overlay. <br /> <br />Q. Can you clarify the intend of the Site Review Overlay? <br /> <br />A. Eugene has 17 overlays; Site Review is just one of them. When the application is submitted <br />it adds another layer of public comment. It was intended to guide the character of <br />development when there were no design review criteria.
