Safety of Access to the Site <br />2 Section 13.040(4) of the code requires that "parking areas <br />3 and entrance-exit points are designed so as to facilitate <br />4 traffic and pedestrian safety and avoid congestion." As noted <br />5 earlier, the prinic:ipal access to Permawood's plant is Geary <br />6 Street. Geary is a two lane, paved collector street which runs <br />7 north-south and adjoins Permawood's property on the west. As <br />8 it passes to the north of Permawood's site, Geary narrows, <br />9 decreases in grade, and curves to the west, finally entering <br />10 Bowman Park. <br />11 The city determined that access onto Geary Street should be <br />12 at the southern end of Permawood's property, where the street. <br />13 is at its widest. The city believed this would provide the <br />14 best possible view of oncoming traffic. One finding states: <br />15 "The wide access allows any party leaving the site <br />clear vision into the park and up Geary Street before <br />16 entering Geary Street to insure traffic movement being <br />made in safety." Record at 25. <br />17 <br />Petitioner: reminds us Geary Street is heavily used by <br />18 <br />pedestrians, bicyclists and others who visit Bowman Park, <br />19 <br />including children. A member of petitioner testified at one <br />20 <br />permit hearing about numerous accidents in the vicinity of <br />21 <br />Permawood's site in the recent part. Record at 81-66. <br />22 <br />Petitioner claims the city's findings that the proposed access <br />23 <br />is at the safest point on Geary Street is unsupported by <br />24 <br />facts. Petitioner also claims the city failed to address the <br />25 <br />safety concerns it raised. <br />26 <br />Page 23 <br />
