2. Future Land Use
i. River Rd/Division recommendations
1. Develop an integrated plan, including transportation access and urban services,
for the subarea
This neighborhood planning effort is developing transit oriented designs for the Santa Clara
Elementary site that will be informed by significant neighborhood input. We hope that LTD can
see the wisdom in using this work to guide the vision for the rest of the site.
The applicant's narrative to satisfy Metro Plan economic policy
28 Recognize the vital role o neighborhood commercial facilities in providing
services and goods to a particular neighborhood
Calls out for community hubs which increase economic opportunity, strengthen social fabric
and connect pedestrian thoroughfares with necessary services. This expressed vision is in line
with what our community hopes for the future of our center. It is also in keeping with the City
of Eugene's interest in acquiring land at the site to create an urban plaza.
The success of the rest of the site will determine the success of the transit station. If we can
create a nexus where neighbors live, where residents come to access goods and services, where
they want to congregate there will be increased interest in ridership and greater support for
LTD in general. Through our neighborhood plan we have been working on refining the hopes
and dreams of our community into actionable items that create a future they want to support.
That work is a recipe for success in developing this land. A success for LTD, for the future
commercial and or residential developers of the site and a triumph for the neighborhood.
We look forward to the opportunity to work with LTD to create a vibrant center for our
neighborhood that increases social capital while being economically viable, creates cultural
opportunities while providing essential services, and pays homage to our heritage while
creating an aesthetically pleasing destination.
Sincerely,
Kate Perle for the Santa Clara Community Organization
