Based on <br />the findings above, this criterion is met. <br />(c) EC 9.6500 through EC 9.6505 Public Improvement Standards. <br />All new public improvements will be provided consistent with the requirements of the S-DR zone or <br />the City's public improvement design standards manual, as applicable. <br />EC 9.6500 Easements <br />The tentative subdivision plat, utilities plans (water, sewer, stormwater drainage and treatment), and <br />street plan depict the easements needed to ensure adequate provision of public services. These <br />include public utility easements (PUEs) that run with the various infrastructure facilities and access <br />easements to provide alley connections (e.g., access between Lots 13 and 14), as well as bicycle and <br />pedestrian connections to the riverfront pathway system. Additional easements may also be <br />established separately, and the necessary vacation of any existing or conflicting public easements will <br />occur prior to final plat approval. <br />EC 9.6505 Improvement - Specifications. <br />The proposed subdivision complies with the requirements of this section. <br />■ Water. Water service will be provided in accordance with Eugene Water and Electric Board <br />(EWEB) policies and procedures. The Water Plan depicts five connections to the existing water <br />system around the site perimeter. Prior to final plat approval the statutorily required water <br />availability letter from EWEB will be obtained. <br />■ Sewer. Public wastewater is currently available to the subject property and available in the <br />adjacent public rights-of-way. The proposed sewer plan (see Sheets 3.0 and 3.1) depicts a <br />gravity-flow system for the entire site with connections to the existing city facilities at East 4th <br />Avenue and the existing 12-inch main that bisects the northwestern block via the Mill Alley <br />extension. <br />■ Streets and Alleys. EC 9.6505(3) cross references the standards in EC 9.6870. Those standards <br />are superseded by the S-DR zone street design standards. As noted previously, the proposed <br />street system complies with the applicable S-DR street standards in accordance with EC <br />9.3160. The subdivision also includes a single public alley - an extension of Mill Alley - that <br />complies with the standards of EC 9.3160. <br />l~ <br />City of Eugene FINAL SUBMITTAL 65 <br />
