DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1, RA 19-1, Z 19-5, WG 19-3, ST 19-3, and SDR 19-2 April 19, 2019 <br />F.5 Within threeyears of TransPlan adoption, apply the ND, Nodal Development, <br />designation to areas selected by each jurisdiction, adopt and apply measures <br />to protect designated nodes from incompatible development and adopt a <br />schedule for completion of nodal plans and implementing ordinances. <br />Twenty-seven (27) of the twenty-eight (28) parcels that comprise the subject property are designated <br />ND Nodal Development. One (1) parcel located north of 4th Avenue are is not designated ND. The S-DR <br />Zone (Exhibit A), as amended, is designed to implement Nodal Development growth management <br />policies and to foster mixed-use development. The entirety of the subject site is located within the <br />downtown core and in proximity to the 5th Street commercial corridor and major transit corridors. <br />The proposal involves reconstruction and relocation of the Riverbank Trail, implementation of <br />pedestrian-friendly street designs, and a Riverfront Park. <br />Development standards in the S-DR Zone, as amended, encourage transit, bicycle, and pedestrian use <br />within the mixed-use development. Therefore, proposed amendments and zone change are consistent <br />with Metro Plan Policies F.1 through F.S. <br />Transportation Demand Management <br />F.7 Increase the use of motor vehicle parking management strategies in selected <br />areas throughout the Eugene-Springfield metropolitan area. <br />F.8 Implement TDM strategies to manage demand at congested locations. <br />Pursuant to EC 9.3165 (Exhibit A), S-DR Zone parking requirements for residential uses are between <br />0.5 and 2.25 spaces per unit. There are no minimum or maximum parking requirements for <br />commercial uses. The S-DR Zone, as amended, allows for and promotes the use of interim parking <br />areas, unimproved areas currently used for parking or former utility operations, as a means to comply <br />with minimum parking requirements and reduce the amount of new surface parking areas, which is <br />itself a parking management strategy. The S-DR Zone also provides an allowance for vertically stacked <br />parking facilities and expands the proximity by which shared parking facilities and can be used to meet <br />minimum parking requirements. Therefore, the proposed amendments and zone change are <br />consistent with Metro Flan Policies F.7 through F.B. <br />Transportation System Improvements: System-Wide <br />F.I1 Develop or promote intermodal linkages for connectivity and ease of transfer <br />among all transportation modes. <br />F.13 Support transportation strategies that enhance neighborhood livability. <br />Transportation System Standards in the proposed S-DR Zone (Exhibit A), as amended, promote <br />connectivity to existing streets and shape the block pattern and neighborhood livability within the <br />entirety of the subject site. The proposal supports intermodal linkages through pedestrian and bicycle <br />friendly street design concepts, improvements to the Riverbank Trail system, and accessway <br />requirements, all of which will contribute to enhanced neighborhood livability.
