DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1, RA 19-1, Z 19-5, WG 19-3, ST 19-3, and SDR 19-2 April 19, 2019 <br />Riverfront Park on the subject site is identified as Project #C1 "Downtown Riverfront Park <br />development at former EWEB site to serve [the City Central Neighborhood Planning area]" in <br />Appendix A Planning District Summaries and Recommendations. The Plan allocates $9,000,000 in <br />capital cost to the project and identifies it as a Priority 1/2 project. <br />The Riverfront Park concept was originally included as a key element in the prior approved EWEB <br />Riverfront Master Plan. The S-DR Zone established a Cultural Landscape and Open Space (S-DR/CL) <br />subdistrict and designed approximately 3-acres for parks and recreation uses. In 2013, the City and <br />EWEB entered into an MOU that stated that EWEB would donate 3-acres of riverfront property to City <br />of Eugene Parks in exchange for a dedication of a funds for park development in the future. <br />In 2018, the City officially took ownership of the Riverfront Park site from EWEB and finalized the <br />concept design for the Riverfront Park. In addition to the original three acres, one additional acre of <br />upland Park Plaza was added to the site as part of the redevelopment acreage to the west. <br />Based on the preceding findings, the proposed amendments and zone change are consistent with <br />Metro Plan Policy C.21. <br />Natural Hazards (Goal 7) <br />C.31 When development is allowed to occur in the floodway or floodway fringe, <br />local regulations shall control such development in order to minimize the <br />potential danger to life and property. Within the UGB, development should <br />result in in-filling of partially developed land. Outside the UGB, areas affected <br />by the floodway and floodway fringe shall be protected for their agricultural <br />and sand and gravel resource values, their open space and recreational <br />potential, and their value to water resources. <br />The subject property is located within the UGB. Portions of the subject property adjacent to the <br />Willamette River are located within the FEMA regulated floodplain. The majority of the subject site is <br />prior developed, as illustrated on Sheet R1.0 Regulatory Plan (Exhibit B.1). The proposal facilitates the <br />infill of prior developed land. As discussed in findings for Statewide Planning Goal 7 under EC <br />9.8065(1), the proposal does not advance development in ways that are inconsistent with current <br />standards nor does it modify or exempt existing regulatory protection measures. Therefore, the <br />proposed amendments and zone change are consistent with Metro Plan Policy C.31. <br />Willamette River Greenway and Waterways Element (Goal 15) <br />D.2 Land use regulations and acquisition programs along river corridors and <br />waterways shall take into account all the concerns and needs of the <br />community, including recreation, resource, and wildlife protection; <br />enhancement of river corridor and waterway environments; potential for <br />supporting non-automobile transportation; opportunities for residential <br />development; and other compatible uses. <br />As noted in the findings for Goal 8 under EC 9.8065(1), in 2018, the City officially took ownership of <br />the Riverfront Park site from EWEB and finalized the concept design for the Riverfront Park.
