Ordinance Exhibit A <br />' Eugene Code Chapter 9 Text, Maps and Figures <br />Amended, Repealed or Replaced <br />• Section 9.3130 of the Eugene Code, 1971, is amended to provide as follows: <br />9.3130 Purpose of S-DR Downtown Riverfront Special Area Zone. <br />(1) Purpose. The purpose of the Downtown Riverfront Special Area Zone (S-DR) <br />is to support the creation of an active, vibrant, people place along Eugene's <br />downtown riverfront that achieves an appropriate balance between <br />redevelopment certainty and flexibility; to-furthers economic development; to <br />incorporates educational aspects; tG-supports the appropriate enhancement of <br />riverfront habitat; and to-promotes a mix of uses that complement and support <br />existing downtown and riverfront uses. <br />(a) The intent of the 9 DR Zene 46 to implement the ViGiGR of the EVVEB <br />"GFe t Street" nn rent in the EugeRe r GWRtGWR Plan <br />Plan <br />(2) Design Objectives. The design objectives of the S-DR Zone are to: <br />(a) Create a "people place" that is active, vibrant, accessible, and multi-use. <br />(b) Provide appropriate setbacks, deeper where environmental or habitat <br />issues are critical, and shallower in other areas. <br />(c) Incorporate appropriate building and site design techniques that address <br />environmental concerns. <br />(d) Include educational aspects that teach about the city, river, and history. <br />(e) Support development of an integrated network of open space, <br />habitat enhancement, and cultural landscape areas. <br />Eugene. <br />Page 1 of 62 <br />;0031735014; <br />
