EUGENE CITY COUNCIL <br />rrâ–º AGENDA ITEM SUMMARY <br />Action: An Ordinance Concerning the Downtown Riverfront Land Use Adoption Package <br />(AN ORDINANCE AMENDING THE WHITEAKER PLAN; REPEALING THE EWEB DOWNTOWN <br />RIVERFRONT SPECIFIC AREA PLAN; AMENDING CHAPTER 9 OF THE EUGENE CODE; AMENDING <br />THE EUGENE ZONING MAP AND OVERLAY ZONE MAP; RESCINDING THE WILLAMETTE <br />GREENWAY PERMIT APPROVED BY ORDINANCE NO. 20513 AND APPROVING A NEW <br />WILLAMETTE GREENWAY PERMIT; APPROVING A TENTATIVE SUBDIVISION; APPROVING A <br />/WR WATER RESOURCES OVERLAY ZONE STANDARDS REVIEW; AND PROVIDING AN EFFECTIVE <br />DATE.) <br />Meeting Date: July 17, 2019 Agenda Item Number: X <br />Department: Planning & Development Staff Contact: Will Dowdy <br />www.eugene-or.gov Contact Telephone Number: 541-682-5340 <br />ISSUE STATEMENT <br />The City Council is scheduled to deliberate and possibly take action on a proposed ordinance that <br />would approve a set of land use applications for mixed-use redevelopment of the Downtown <br />Riverfront site, including a new park, housing and commercial uses. <br />BACKGROUND <br />The proposed ordinance would approve the land use applications that were the subject of a <br />Council public hearing on June 24, 2019. These applications, briefly summarized, are: <br />Code Amendments (City File #CA 19-1): Amends the Downtown Riverfront Special Area <br />Zone (S-DR) regulations. Includes changes to the codified regulating plan, height <br />standards, and other form-based zoning standards; also includes related code amendments <br />to integrate the updated zoning with other parts the of City's land use code. <br />Refinement Plan Amendments (City File #RA 19-1): Repeals the Downtown Riverfront <br />Specific Area Plan to facilitate revisions to the S-DR zone; also amends Whiteaker Plan <br />policies to allow for removal of existing Site Review overlays on parcels zoned S-W/SR <br />north of 4th Avenue, which are proposed to be rezoned to S-DR (see below). <br />Zone Chan" (City File #Z 19-5): Rezones several parcels north of 4th Avenue from <br />Whiteaker Special Area Zone with Site Review Overlay (S-W/SR) to Downtown Riverfront <br />Special Area Zone (S-DR). Also rezones one parcel zoned Light-Medium Industrial with <br />Transit Oriented Development and Water Resource Conservation Overlays (I-2/TD/WR) <br />and one parcel zoned Public Land with Water Resource Conservation Overlay (PL/WR), to <br />the Downtown Riverfront Special Area Zone with Water Resource Conservation Overlay (S- <br />DR/WR), within the area of the new riverfront park. <br />%or <br />
