September 17, 2019 <br />City of Eugene <br />Planning and Development <br />99 W. 10`^ Ave. <br />Eugene, OR 97401 <br />RE: Noise Variance Permit <br />On behalf of the Hayward Field Construction team, I am submitting today for a noise variance permit for <br />the Hayward Field Project located at 1580 Agate St. in Eugene. Hoffman has always anticipated a swing <br />shift would be needed to complete the project due to the tight schedule and unique characteristics of <br />the building. During the initial planning stages of the project, it was believed that the noise ordinance <br />was based off a specific decibel level that was not to be exceeded. This understanding was based on <br />work being performed to remain under 70 dBA at 3001t. Upon further review of City of Eugene Code <br />6.750, it was understood that all construction activities from the hours of 7:OOPM to 7:OOAM is deemed <br />a noise disturbance (per 6.750.D) unless a variance is granted. <br />The work that is proposed for the noise variance will include bolting of the roof diagrid, installation of <br />the wood cladding, and exterior painting. This work is being proposed to occur from the hours of <br />3:30PM to 12:OOAM Monday thru Friday from September 23rtl, 2019 to December 31", 2019. The <br />proposed variance will be utilized for a swing shift to assure the safety of the employees onsite. The <br />safety concerns without a swing shift exist due to the unique design of the stadium and tight schedule <br />that would require steel and glulam work to occur overhead of other trades working below that activity. <br />Obviously both areas cannot be worked during the same shift due to the overhead hazards that are <br />present. Please see the attached markups of the work that needs to occur to demonstrate the safety <br />ramifications of working both areas simultaneously. <br />Not only is the second shift necessary for the safety of the employees onsite, it is also necessary to <br />maintain the overall project schedule, which includes the project deadline that is required to host the <br />spring 2020 track and field events, including the U.S.A. Olympic Trials. <br />To better illustrate the potential safety hazards, areas of activity onsite, and anticipated noise levels, we <br />have put together the documents attached to this application. Attachment 1 illustrate existing noise <br />levels around the site that are not construction related.
