individual public improvements and home sites are constructed in a way that is <br />geotechnically sound and that complies with the geotechnical analysis for the entire <br />PUD; and finding that amending Condition of Approval #10 to reference the original <br />geotechnical analysis dated February 6, 2017 and the additional analysis submitted May <br />14, 2019 will ensure the recommendations of both geotechnical analyses will apply as <br />public improvements and home sites are constructed; and <br />• Adopting the following Condition of Approval #10 (as initially adopted by the Hearings <br />Official and as amended): <br />A geotechnical analysis from a certified engineer, with specific <br />recommendations for design and construction standards, shall be provided <br />with any applications for Privately Engineered Public Improvement (PEPI) <br />permits, as well as building permits and site development permits for the <br />initial construction of infrastructure and residences on individual lots. The <br />development proposed with each permit shall adhere to the recommended <br />standards for design and construction as contained in applicant's geotechnical <br />analyses dated February 6, 2017 and May 14, 2019. <br />If the Planning Commission does not adopt the draft decision and instead decides to reverse or <br />otherwise modify its previous decision, the Planning Commission will need to articulate its <br />reasoning so that staff can prepare a revised Final Order that reflects the Planning <br />Commission's decision. <br />Once the Commission has completed its deliberations, staff will make any necessary revisions <br />to the Draft Final Order for the Commission's consideration and action at a subsequent <br />meeting, scheduled for August 13, 2019.
