Revisions toother.development standards and criteria <br />are,included as part of E hibit-A Code Amendments, Findings of compliance with applicable approval <br />criteria fnr the proposed. amendments are. provided, under EC 9,8065. <br />K 9.8065 Code Amendment Approval Criteria. if the city council elects to act, it may, by <br />ordinance, adopt an amendiatent to this land use code that, <br />(1) Is consistent with applicable statewide planning goals as adopted by the Land <br />Conservation and Development Comrriission. <br />The following findings demonstrate the proposed amendments' consistency with applicable Statewide <br />Planning goals: <br />Goal 1- C,xit zen Involvement: To develop a citize,~► involvement nroaram that insure., <br />The-Citybas acknowledged provisions for citizen involvement that ensure the opportunity for citizens; <br />to be involved in all phases of the planning process and that set out requirements for such involvement <br />in compliance with Goal 1 [see OAR 660-015). The proposal does not amend the Dity's citizen <br />involvementprogram, and the process. for reviewing the proposal complies with Goal 1 since it <br />complies with, and surpasses the requirements of, the citizen involvemexit provisions. <br />While not required for a demonstration of compliance under Goal 1, the planning processes for the <br />Downtown! Riverfroriftoncept Plan 4, the Rlverfroht Park development, and tfie Steam Plant <br />revitalization have included many City Council (Council) meetings and'RiverfruntUrban Renewal <br />Agency (Agency) Board meetings, as well as other public meetings and coinniunity events preceding, <br />the current= formal adoption process.
