between the Agency Board and WDA for approximately eight acres of the Downtown Riverfront <br />site. <br />Since that time, the City's consultant team has prepared the land use applications that are the <br />subject of this public hearing, and if adopted by council, will ensure the City's regulations allow the <br />riverfront site to be redeveloped in accordance with WDA's concept plan. <br />The Eugene Planning Commission held an initial public hearing in the proposed adoption package <br />on May 7, 2019. Following an open record period to consider additional testimony, they conducted <br />deliberations at three separate meetings on June 3, 4 and 11, 2019 to reach a final <br />recommendation to City Council. Their unanimous recommendation for approval of the overall <br />land use adoption package (4:0) includes several recommended changes to the proposed code <br />language for Downtown Riverfront Special Area Zone (S-DR) which will be provided separately, in <br />next week's Council packet. Staff will also provide an overall summary of the Planning <br />Commission's recommendation that highlights a few key areas of focus that came out of their <br />deliberations. <br />The full record of materials including a draft ordinance with supporting findings and exhibits, is <br />available for review in a binder located at the City Council Office. Due to the size of the ordinance and exhibits, one full color copy is provided in the <br />Council office; otherwise, these materials are available online using the link above, or additional <br />hardcopies can be provided upon request. Several copies of the full record, and the draft <br />ordinance with exhibits, will also be made available at the public hearing. <br />As a reminder, this request is subject to quasi-judicial procedures, which requires that the <br />Council's decision be based upon the applicable approval criteria. Those approval criteria include <br />Sections 9.8065, 9.8424, 9.8470 and 9.4980, 9.8515, 9.8815, and 9.8865 of the Eugene Code, which <br />are addressed in the written findings in Attachment B, Exhibit D. Quasi-judicial procedures dictate <br />the order of speakers at the public hearing and set forth other procedural requirements such as <br />the need for Councilors to disclose any ex parte contact. At the beginning of the hearing, each <br />councilor will be asked to disclose any such "ex parte contacts they may have had. <br />PREVIOUS COUNCIL DIRECTION <br />On July 9, 2018, council voted to initiate the necessary land use code amendments (and other <br />related land use application components) necessary to carry out implementation of the WDA <br />concept plan for redevelopment of the Downtown Riverfront site. Since that time, the necessary <br />applications have been prepared and processed in accordance with the City's land use application <br />procedures to date.
