EC 9.9630 South Hills Studv Policies. <br />(3) Development Standards — Specific Recommendations <br />(c) That adequate review of both on-site and off-site impact of any development by a <br />qualified engineering geologist occur under any of the following conditions: <br />1. All formations: <br />Soil depth of 40 inches or above. <br />Slopes of 30 percent and above. <br />2. Basalt flows: <br />Soil depth of 40 inches or above. <br />Slopes of 20 percent to 30 percent. <br />3. Eugene Formation: <br />Soil depth of 40 inches and above. <br />Slopes of 20 percent to 30 percent. <br />4. Basalt flows: <br />Soil depth of 20 to 40 inches. <br />Slopes of 30 percent and above. <br />5. Eugene Formation: <br />Soil depth of 20 inches to 40 inches. <br />Slopes of 30 percent and above. <br />Timeline for Submitting Testimony <br />Testimony may be submitted to the Planning Commission only according to the following schedule of three <br />"open -record" periods. The Planning Commission will not hold a public hearing as part of this remand <br />process <br />First Open -Record Period <br />When: Received by -the City by 5:00 p.m. on June 18, 2019 <br />Who may submit testimony: Anyone <br />What kind of testimony will be accepted: Written testimony (evidence and argument) that addresses <br />the Capital Hill Tentative PUD application's compliance with the geotechnical requirements of EC <br />9.8320(6) and EC 9.9630(3)(c). It will be helpful to the Planning Commission if the testimony submitted <br />during the first open -record period explains how it relates to EC 9.8320(6) and/or EC 9.9630(3)(c). <br />Second Open -Record Period <br />When: Received by the City between 5:01 p.m. on June 18, 2019 and 5:00 p.m. on July 9, 2019 <br />Who may submit testimony: Anyone. <br />What kind of testimony will be accepted: Written testimony (evidence and argument) that directly <br />responds to testimony received during the first open -record period. Testimony submitted during the <br />second open -record period should specifically identify the testimony from the first open record period <br />to which it responds. <br />Final Open -Record Period <br />When: Received by the City between 5:01 p.m. on July 9, 2019 and 5:00 p.m. on July 16, 2017 <br />Who may submit testimony: Only the applicant (including the applicant's representative) <br />What kind of testimony will be accepted: Written argument (not evidence) directly responding to <br />testimony received during the first and second open -record periods. <br />
