end of the project area near the EWEB plaza, the bank-top surface of the Eugene Riverfront project area <br />is now considered a terrace surface a bank-top surface that is never or very rarely inundated. <br />The entire river bank within the project area is armored with large boulder riprap or cement. At the <br />upstream end of the study area, a water withdrawal tower associated with the historical steam plant is <br />constructed of cement and adds additional localized bank protection. The bank tops are high at <br />approximately 10 to 24 feet above low-water elevation. Bank gradients are steep with a range from 30- <br />40% along the project area. At the downstream end of the project area, where flow hydraulics decrease, <br />bank height also decreases and the EWEB plaza apron protrudes slightly over the toe of the bank. As a <br />result, the lower section(s) of the EWEB apron is inundated during high-flow events. <br />C.Precipitation Data and Analysis <br /> <br />Water year to date is 47% of normal (October 1, 2018 to December 3, 2018).
