DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1, RA 19-1, Z 19-5, WG 19-3, ST 19-3, and SDR 19-2 April 19, 2019 <br />greatest extent possible in areas that are or can be well served by mass <br />transit, paratransit, and foot and bicycle paths. <br />J.8 Commercial, residential, and recreational land uses shall be integrated to the <br />greatest extent possible, balanced with all planning policies to reduce travel <br />distances, optimize reuse of waste heat, and optimize potential on-site energy <br />generation. <br />The Downtown Riverfront Concept Plan establishes the framework for a vibrant, active, pedestrian- <br />oriented mixed-use redevelopment. Form based development standards and transportation system <br />standards in the proposed S-DR Zone (Exhibit A), as amended, implement Nodal Development and <br />Transit-oriented Development principles. The subject site is located within walking distance to the <br />downtown core and the Sth Street commercial corridor, as well as LTD transit routes and the Amtrak <br />rail station. On-site circulation patterns and public amenities along the riverfront are designed to <br />promote pedestrian and bicycle activities. Therefore, the proposed amendments and zone change are <br />consistent with Metro Plan Policies J.7 and J.B. <br />The preceding findings demonstrate that the proposed amendments and zone change are consistent <br />with all applicable Metro Plan policies. As such, approval of the proposal does not make the Metro <br />Plan internally inconsistent. The findings under EC 9.8424 demonstrate that the proposed code <br />amendments are also consistent with applicable refinement plans and are incorporated by reference <br />herein. This criterion is satisfied. <br />(3) In the case of establishment of a special area zone, is consistent with EC <br />9.3020 Criteria for Establishment of an S Special Area Zone. <br />The proposal does not involve the establishment of a new special area zone.
