DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1, RA 19-1, Z 19-5, WG 19-3, ST 19-3, and SDR 19-2 <br />19,2019 <br />■ June 12, 2018 - The City presented at the Young Professionals Summit on the Downtown <br />Riverfront Project and Steam Plant. The event was attended by over 500 people. <br />■ June 2018 - Williams/Dame & Associates presented to the Eugene Chamber on the Downtown <br />Riverfront Redevelopment. <br />■ December 2018 - The City presented to the International Facilities Management Association <br />(IFMA) on the Steam Plant and the Downtown Riverfront Redevelopment. <br />■ January 2019 - The City provided tours of the Steam Plant for Leadership Eugene Springfield <br />2017-18. <br />■ February 2019 - The Design Team for the Downtown Riverfront Park reconvened the focus <br />groups to share project updates and designs that had evolved based on their feedback and the <br />larger public. <br />■ February 1, 2019 - The City and the Steam Plant's development team hosted a booth at the <br />First Friday Art Walk to collect feedback on the Steam Plant project. <br />■ February 8, 2019 - The City and the Steam Plant's development team participated in a talk <br />about the Steam Plant project at the University of Oregon Ignite event. There were 150 people <br />in attendance. <br />■ February 11, 2019 - The City and the Steam Plant's development team held a discussion with <br />UO students about the Steam Plant project. There were 50 students in attendance. <br />■ February 15, 2019 - The City and the Steam Plant's development team presented to LGAC <br />about the Steam Plant project. <br />■ February 16 & 17, 2019 - The City and the Steam Plant's development team hosted a booth at <br />the Asian Celebration to collect feedback on the Steam Plant project. At the event over 290 <br />people were engaged in discussion. <br />■ February 19, 2019 - The City attended a Chamber of Commerce Young Professionals Network <br />event to promote the Steam Plant redevelopment project. <br />Exhibit 0: Downtown Riverfront Public Information Opportunities details additional media, social <br />media, and online involvement and engagement opportunities. Exhibit F: Neighborhood/Applicant <br />Meeting Materials includes additional documentation of process requirements pursuant to EC 9.7007. <br />The required neighborhood/applicant meeting was held on March 28, 2019. <br />In addition to the extensive public involvement leading up to this adoption process, the formal public <br />hearing on the proposal will be duly noticed to all neighborhood organizations, community groups and <br />individuals who have requested notice, as well as to the City of Springfield and Lane County. Notice of <br />the public hearing will also be published in the Register Guard newspaper. Following action by the <br />Eugene Planning Commission (to make a recommendation on the proposed adoption package), the <br />Eugene City Council will hold a duly noticed public hearing to consider approval, modification, or <br />denial of the proposed code amendments, plan amendments, zone changes, and other related land use <br />applications under concurrent review. These processes afford ample opportunity for citizen <br />involvement consistent with Goal 1. <br />Goal2 - Land Use Planning: To establish land use planning process and policy <br />framework as a basis for all decisions and actions related to use of land and to assure <br />an adequate factual base for such decision and actions. <br />Goal 2 requires each local government in Oregon to have and follow a comprehensive land use plan <br />and implementing regulations. Cities and counties must build their comprehensive plans on a factual <br />basis and follow their plan when making decisions on appropriate zoning.
