Background <br />This tentative adjustment review application is for proposed development located at 4334 Katy Lane. The proposed <br />development is for eight (8) residential lots and a local street within the recently approved Wild Rose Estates <br />subdivision (CITE). The subject property is zoned R-1, Low Density Residential and located in a /WR, Water <br />Resources Conservation Overlay Zone. There is an existing duplex located on the property that is proposed to <br />remain. The extension of Katy Lane will be constructed to the same specifications and include a hammerhead <br />turnaround to accommodate emergency vehicles. <br /> <br />This proposed adjustment review is to preclude a pedestrian connection through the site to Awbrey Park to the <br />south. The primary reasons being that the City has already planned for and provided this connection through the <br />Awbrey Park Master Plan process. In addition, there are a multitude of practical reasons why this connection <br />All of these are described below. <br />Adjustment Review <br />EC 9.8020 Adjustment Review - Applicability <br />EC 9.6835 Public Accessways allows for this Adjustment under subsection 3: <br />(3) Adjustments to Standards. The standard at EC 9.6835(1) may be adjusted if consistent with <br />the criteria of EC 9.8030(20). <br />EC 9.8025 Adjustment Review General Requirements <br />The adjustment review application includes site plans prepared by Ryan Erickson, PLS of EGR & Associates, Inc., an <br />Oregon licensed land surveyor. <br />EC 9.8030 Adjustment Review Approval Criteria <br />An Adjustment under EC 9.8030(20) is requested so that no pedestrian connection from the subject property to <br />Spring Creek and the general direction of Awbrey Park be required, primarily since the connection already exists just <br />to the east of the subject property.
