For the reasons below, the application must be denied absent substantial changes to <br />the master plans proposed uses. <br /> <br />EC 9.3725(1)(b) requires that particularly with respect to <br />transportation facilities), planned public facilities shall be shown to accommodate the <br />requirements of the proposed development.Here, as noted in prior testimony, there is no <br />indication that transportation facilities, including parking structures, will accommodate the <br />requirements of the proposed development. Parking structures proposed within the master plan <br />purport to serve the Knight Campus development located within a separate special zone. See <br />Application Narrative, P. 84 ( <br />to address Knight Campus requirements per the Walnut Station Special Area Zone (S-WS) <br />requirements, ); Application Narrative, P. 35 (The site of the current Knight Campus for <br />Accelerating Scientific Impact project is located along the north side of Franklin Boulevard <br />between Onyx Street and Riverfront Parkway. It is not located in the S-RP zone (and not subject <br />to the Conditional Use Permit requirement), but will serve as an important connection between <br />the current main campus and the North Campus area.); Application Narrative, P. 2 ( <br />Campus project is also separate from the Knight Campus project.). As noted in President <br />Schills letter rejecting the University Senates resolution, President Schill noted that we do <br />need to proceed with building the parking structure in the area south of the tracks as soon as is <br />1 <br /> <br /> <br />
