Dear Eugene Planning Commissioners, <br /> At the last meeting the developer's attorney said they anticipated approximately 38 additional vehicles in <br />the proposed area and that "There are no plans to take anyone's land or invoke Eminent Domain." With a <br />proposed 94 units on an L-shaped property with no rear egress being backed onto the river, the realistic total <br />of vehicles will be at least 94, with many units trying to park more than one vehicle per unit. If people living <br />in the units closest to the river needed an emergency vehicle, the task of getting an ambulance or fire vehicle <br />near their units would almost certainly find great difficulty getting through. The entire piece of land will have <br />to be paced over to allow for a massive number of vehicles. How does one say 94 units will result in 38 <br />vehicles? laughable. <br />It will be impossible NOT to invoke Eminent Domain to have a lawful access along Lombard Lane, in places <br />only 15 feet in width. The reality of these is apparent to all even though the developer grossly underestimated <br />the actual number of vehicles that will reside there and deliberately left out an admission for the Lombard <br />Lane land-grab hoping to avoid being caught in a discussion of that particular aspect of this proposal, a stance <br />that will even more grately negatively impact the quality of life in the current residential areas.. <br />The quality of life in the existing neighborhood will most certainly be adversely affected if this plan goes <br />forward. How could it not? The people who currently live in that area are not against any and all <br />development, but would like to see another plan proposed that more reasonably fits into the unusual nature <br />and shape of that land, and is more in keeping with the detached home design of the existing <br />structures.. Cramming 94 units on that limited piece of land goes against any reasonable concept for multiple <br />dwelling designs. The result will be, if the proposed plan is implemented, the creation of tomorrow's slum. <br />Finally, If for no other reason, I urge you to reverse the Hearings Official's decision on the proposed Lombard <br />Apartments. Based upon Eugene Planning staff report issued on August 30, 2018, Appeal Issue #1: "The <br />Hearings Official erred in finding that the Willamette River Greenway approval criteria do not apply to the <br />subject application." Therefore, the application should be denied. Another plan can certainly be opened for <br />discussion. <br />Thank you for your consideration of this request to protect the Willamette River Greenway.
