The applicant provides no detailed analysis that the access will not negatively impact the <br />efficiency of the public right-of-way. River Road is posted at a speed of 35 MPH. In <br />Turning into the 20 foot driveway, northbound vehicles will certainly have to slow to a speed <br />much lower than 35 NIPH, likely to 15 1NIPH or less.
