EC 9.86 70(3)
The October 6, 2017 Sandow Engineering memo provides an analysis of the City of
Eugene's requirements in determining the need for a traffic impact analysis per I?C 9.8670.
EC 9.8670(3) requires a "T"LA when "[tlhe city has performed or reviewed traffic engineering
analyses that indicate approval of the development will result in levels of service of the
roadway system in the vicinity of the development that do not meet adopted level of service
standards."
Sandow Engineering's response to this requirement states "The City staff have not indicated
that they have performed a review of intersections in the area that do not meet adopted
Level of Service standards. Therefore, a TIA is not triggered under this criterion."
There is no evidence that city staff has been contacted by the applicant to determine if the
city has performed or reviewed traffic engineering analysis regarding the adopted level of
service standards.
The applicant should be required to provide evidence that addresses the applicable criterion.
EC 9.670(4)
The October 6, 2017 Sandow Engineering memo provides an analysis of the City- of
F"ugene's requirements in determining the need for a traffic impact analysis per F?C 9.8670.
EC 9.8670(1) requires a TIA when "...development sites that abut a street in the jurisdiction
of Lane County, a 'T'raffic Impact Analysis Review is required if the proposed development
will generate or receive traffic by vehicles of heay-y weight in their daily operations."
Sandow Engineering's response to this requirement states that "[t]herefore, a TIA is not
triggered under this criterion."
"The fourth criterion does not appear to have been evaluated as the applicant's response
appears to be incomplete in error.
The applicant should be required to provide evidence that addresses the applicable criterion.
Ma_X 7 2018 Site Plan vs. MaK 9.2018 memo
The May 7, 2018 site plan illustrates the site access to River Road as "emergency vehicle
access," which presumably means that access will be limited to emergency vehicle access
only. However, the May 9, 2018 memo from Sandow Engineering states that the "proposed
access onto River Road is requested M order to allow better access and circulation for Fire
and Emergency vehicles as well as reduce the reliance of vehicle use on Lombard Street,"
which seems to suggest that the access will be open to all vehicles.
