UNIVERSITY OF OREGON <br />NORTH CAMPUS <br />CONDITIONAL USE & WILLAMETTE GREENWAY PERMIT APPLICATION <br /> <br />Downtown/Franklin Boulevard signal systems: Implementation of optimal signal timings; <br />ththth <br />including 18 Avenue and 19 Avenue in the system; and, new controllers at 18 Avenue and <br />University Street at Alder Street; <br />th <br />Agate Street at 18 Street: Reconstruction of the intersection; <br />th <br />Agate Street at 15 Street: Reconstruction of the intersection; <br />th <br />11 Street and Kincaid Street: Construction of new signal. <br /> <br />The City and Lane Transit District have coordinated extensively to plan and construct the bus rapid <br />transit system, EmX. Franklin Boulevard is currently served by an EmX line extending from <br />Downtown Eugene to Springfield Station and the project area is adjacent to a primary transit <br />station at Franklin Boulevard and Agate Street. Additional improvements to improve the capacity <br />and function of Franklin Boulevard were conditioned and required as part of the approved <br />Conditional Use Permit for Matthew Knight Arena and have also been implemented. <br />Based on the above findings, implementation of planned improvements to accommodate <br />proposed development of the North Campus area in accordance with CU 88-16, and given that <br />the trip generation resulting from the current proposal is less than was approved in the prior <br />Conditional Use Permit in 1989, the proposal will not result in a Level of Service of ÅEÆ on Franklin <br />Boulevard, a requirement of the . Therefore, this criterion is satisfied. <br />Riverfront Park Study <br /> <br />5. Required transportation projects will be phased and the phasing <br />schedule will depend upon the level of participation of non- <br />public funds (i.e., participation by a developer) and the level of <br />actual development. <br />This policy acknowledges that phasing of transportation projects will be required. The policy also <br />recognizes that the phasing schedule could appropriately be accelerated through non-public <br />funding of projects (or portions of projects). The proposal does not involve any required <br />transportation projects, and is instead limited to campus improvements. This policy is satisfied. <br /> <br />6. The City shall encourage the University of Oregon, Lane County, <br />and the Oregon Department of Transportation to participate <br />financially in transportation improvements involved in the <br />Riverfront Park Development area. <br />This policy recognizes that a number of agencies will be involved in funding future transportation <br />improvements. For example: 1) because Franklin Boulevard is a State facility, ODOT participation <br />in funding improvements is appropriate; and 2) funding of pedestrian sidewalks and crossings of <br />Franklin Boulevard (especially those above-grade) by the University of Oregon might be <br />appropriate. While the proposed development does not dictate partners and funding mechanisms <br />for transportation improvements, the university has successfully forged such partnerships in the <br />past, and will implement these working relationships as projects become viable. This policy is <br />satisfied to the greatest extent practicable. <br /> <br />7. The City, in cooperation with the University and developers, shall <br />develop a plan for a comprehensive bicycle path network for the <br />Riverfront Study area including: 1) the South Bank Bike Trail; 2) <br />the Mill Race Bike Path (included in the Eugene Bikeways <br />Master Plan); and 3) new paths providing access between <br />Cameron McCarthy FINAL SUBMITTAL | Revised August 13, 2018 74 <br /> <br />
