UNIVERSITY OF OREGON <br />NORTH CAMPUS <br />CONDITIONAL USE & WILLAMETTE GREENWAY PERMIT APPLICATION <br />3.0 PLANNING PROCESS <br />3.1 Planning Context <br />The Master Site Plan for this Conditional Use Permit request is based on: <br />The Campus Physical Framework Vision Project (Framework Vision Project); <br />The Conceptual Study for the land between the railroad tracks and Willamette River; and <br />The requirements of the Eugene Code (in particular, the approval criteria for the Conditional <br />Use Permit and Willamette Greenway Permit). <br />This Conditional Use Permit request is part of a four-step planning process for North Campus. <br />The four steps include: <br />1.The Campus Physical Framework Vision Project (University of Oregon process - <br />completed); <br />2.The North Campus Conditional Use Permit (City of Eugene process - underway); <br />3.The North Campus Amendment to the (University of Oregon process - <br />Campus Plan <br />forthcoming); and <br />4.The Campus Planning Process (University of Oregon process for any future projects à as <br />needed). <br />Figure 3-1.North Campus Planning Process (see Exhibit J, Attachment 5 for full size) <br /> <br />3.2 Framework Vision Project <br />Commissioned by the university in 2014, the Campus Physical Framework Vision Project <br />(Framework Vision Project) was an 18-month-long study by a team of nationally-regarded <br />landscape architects and campus planners that was landscape-focused and explored how the <br />university could accommodate growth and change on campus. Because the Framework Vision <br />Project is not an adopted plan, but a tool for informing the universityÈs , amendments <br />Campus Plan <br />to the will also be necessary to implement its recommendations.
