EC 9.3725 <br />Master Site Plan <br />states: <br />ÅThe master site plan for developments proposed within the S-RP zone shall be reviewed <br />through the conditional use permit process provided in this land use code.Æ <br />The purpose of the Master Site Planfor this Conditional Use Permit request is to connect people <br />to the Willamette River and accommodate essential future development, allowing the University of <br />3 <br />Oregon to meet its mission of teaching, discovery, and service. The universityÈs mission and <br />purpose of the Master Site Plan align with the fundamental purpose of the S-RP zone to Åprovide <br />for activities and uses that complement the research and educational functions of the Oregon <br />4 <br />State System of Higher Education in general and the University of Oregon in particularÆand meets <br />the objective to Årecognize the natural amenities of the site, balancing the opportunity for <br />development to use those amenities with the publicÈs interest in proper protection and, where <br />appropriate, use of them.Æ <br />Being able to provide the necessary facilities and environments for current needs, growth and <br />unforeseen change is critical to the success of faculty, students, and the operations of the <br />university. Accommodating facilities that support the full breadth of student success aligns with <br />the universityÈs purpose, which is devoted to Åeducating the whole person, and to fostering the <br />next generation of transformational leaders and informed participants in the global community.Æ <br />Through these pursuits, the university enhances the social, cultural, physical, and economic <br />wellbeing of our students, Oregon, the nation, and the world. Planning for the full breadth of <br />essential facilities in a way that facilitates the restoration of the riverfront, connects campus to the <br />river, and makes use of land that the university owns is consistent with the universityÈs values, in <br />particular with regard to: <br />The success of the students, faculty, and staff who work and learn here. <br />The unique geography, history and culture of Oregon that shapes our identity and spirit. <br />Our shared charge to steward resources sustainably and responsibly. <br /> <br />The Master Site Plan (further described in Section 5 and included in Exhibit A) commits the area <br />between the railroad tracks and Willamette River primarily to conservation and open space <br />opportunities and concentrates most of the potential building development south of the railroad <br />tracks. It carefully balances the long-term needs of the university and desires of the community as <br />a whole, addressing key interests in bicycle and pedestrian connectivity, river access, riparian <br />restoration, safety, and active uses.
