Specifically, I am supportive of development that is <br />appropriate to existing neighborhoods by utilizing context-sensitive design <br />principles and that is based on community values, inclusivity, and public <br />process. I am supportive of development that protects and enhances <br />neighborhood livability and natural resources while promoting sustainability, <br />collaborative social relationships, and resiliency. <br />Unfortunately, the proposed plan for the Lombard Apartment project by <br />Evergreen Housing Development Group meets none of these criteria. It is <br />flagrant in its disregard for our River Road neighborhood, known as the River <br />and Garden District of Eugene. As history has profusely illustrated in such <br />diverse arenas as civil rights and environmental practices, just because a <br />practice is legal does not make it right. Evergreen Housing Development group <br />is pursuing a host of adjustments to local and state code based on needed <br />housing- our community needs affordable housing not more expensive, <br />"market-rate" housing based on current vacancy rate data. <br />The Willamette River Greenway is a premier jewel in Oregon's crown. It is <br />evident that the Lombard proposal disregards specific criteria in EC 9.8815 Et <br />OAR 660-015-0005. Specifically, EC 9.8815 states that: <br />Willamette Greenway permit approval may be granted only if the proposal conforms <br />to all the criteria in subsections (1) through (4), and the applicable standards of <br />subsection (5). <br />Subsection (1): Location of the largest building in the development disregards <br />the provision of providing maximum open space between the river and the <br />development. <br />Subsection (2): The plan plainly lacks public access between the development <br />and the river as well as the bike path for transportation and recreation. <br />Subsection (3): The plan violates the 7 Pillars of Envision Eugene, the city's <br />premier planning document. <br />Subsection (5): (a) The plan lacks adequate setback lines to keep structures <br />separated from the Willamette River to protect the natural, scenic, historic, <br />and recreational quality of the Willamette Greenway. <br />(d) The plan lacks provisions to preserve scenic qualities of the Willamette <br />River Greenway. <br />(g) The plan is incompatible with recreational lands currently devoted to <br />metropolitan and regional recreational needs used for parks and open space as <br />well as interfering with adjacent uses. <br />Therefore, this application should be denied. <br />Thank you, - <br />*JWie Hulme <br />
