Our membership includes hundreds of Eugene <br />residents who support the mission and values of the Oregon land use program. Among these <br />Oregon values are the provision of equitable and diverse housing opportunities. <br />As you all are well aware, Eugene is facing a multitude of barriers to affordable housing. <br />Fortunately, leadership in the Legislature made it easier for cities to remove barriers to <br />affordable housing with the passage of SB 1051 last summer. Secondary Dwelling Units are <br />required to be allowed by for each single family dwelling by state law. 1000 Friends of <br />Oregon's comments on the technical and legal details of the meaning of SB 1051 are stated in <br />our letter included in the record and packet for today's meeting. This letter concerns the process <br />that has been surrounding the housing conversation in Eugene. <br />Oregon's land use system ensures that citizen involvement is prioritized in land use decisions. <br />Indeed, Goal 1 of the land use system is citizen involvement. Eugene has spent years of effort <br />and millions of dollars on public involvement to develop plans that represent the core of <br />resident's values. The requirements of SB 1051 regarding SDUs are consistent with and support <br />the values enshrined in Envision Eugene. Allowing SDUs for all single family dwellings: <br />• Provides economic opportunities for all by allowing people options to find work near <br />their home. <br />• Provides affordable housing, by lowering the costs of development. <br />• Promotes compact urban development and efficient transportation options by <br />allowing for space efficient infill that enables greater use of efficient transportation <br />options <br />• Protects neighborhood livability by housing people in buildings that fit well within <br />existing neighborhoods. <br />
